Can I keep Gouldians in a large outside cage? Summer temperatures reach 48C and winter temperatures are 15C - 21C.

From Nash in Bahrain

Gouldians cannot withstand prolonged temperatures over 40C or under 10C because they have sacrificed the thermoregulation properties or their feathers for colour. For the same reason, they are also very susceptible to drafts and cannot stand direct sun for long. They can withstand overnight temperatures down to 3C providing the morning temperatures quickly recover to +16C (higher is better. Therefore, to keep Gouldians in Bahrain you need to keep them in a climate controlled quarters.

How is Mike Fidler's Premium Herb Seed used? Is it only used in the breeding season or all year round?

Usage and frequency depends on what kind of birds you keep:
Siskins - all year as the basic seed diet + crushed sunflower kernels
Delicate Waxbills - supply all year except during austerity + finch mix
Common Waxbills/finches - supply during breeding season + finch mix
Parrot Finches/Peter's Twinspots and all birds which are prone to obesity - ration at 2.5 grams per bird per day during breeding season only
Granivorous Hookbills - supply during breeding season as a supplement to normal diet
Mike Fidler's Premium Herb Seed may be beneficially added DRY to soft food mixes at a rate of 1.5% of the total.
